Director: Dr. Ron W. Wilhelm is a professor in the Department of Teacher Education and Administration at the University of North Texas. Dr. Wilhelm specializes in multicultural education, curriculum implementation and evaluation, and qualitative research methodology.
Senior Research Scholar and Director-Emeritus: Dr. Frank R. Kemerer continues as senior research scholar with the center though he has retired from his position as Regents Professor of Education Law and Administration in the College of Education. Dr. Kemerer currently is Professor-in-Residence in the School of Law and in the School of Leadership and Education Sciences at the University of San Diego where he also serves as associate director of the Center for Education Policy and Law. Senior Research Policy Analyst: Dr. Richard Fossey is a professor of education law at University of North Texas, where he directs the Texas Higher Education Law Conference for the University. He holds a law degree from the University of Texas School of Law and a doctorate in education policy from Harvard University. Prior to coming to UNT, he taught at the University of Houston and was Fondren Senior Research Fellow at the Center for Reform of School Systems. He is widely published in the area of education law and serves on several editorial boards, including the Journal of Cases in Educational Leadership, Education Law Reporter, the Journal of Personnel Evaluation in Education, and Catholic Southwest. From 2004 through 2007, he served on the board of directors of the Education Law Association.
Senior Research Associate: Dr. Kathleen A. J. Mohr is an associate professor in the Department of Teacher Education and Administration at the University of North Texas. A former bilingual and ESL teacher, she now teaches undergraduate and graduate courses in literacy and language development. Mohr also currently serves as the Director of Reading Services at the Child and Family Resource Clinic at UNT. Her research interests include investigating and promoting practices that make English an accelerated language for English language learners.
