A fund in honor of Richard Rafes and to provide scholarships for doctoral students in Higher Education in the College of Education at the University.

Requirements:

1. Possess the minimum entrance and continuing academic performance standards of the College of Education Department of Counseling, Development, and Higher Education in effect at the time of any award;
2. Maintain six or more graduate semester hours at the University;
3. Demonstrate leadership in the field of higher education or the potential for leadership in the field;
4. Maintain a 3.5 GPA
